  2005_U_09 Resolution to ratify 12 point peace plan for the Middle East Jerusalem and Israel questions  
     
  The city of Jerusalem represents the most sacred place for the largest number of people of the largest religions of the planet. As a result, it has historically forever been a place of great argument and desire.  
  All three of the great religions of Judaism, Islam and Christianity have at one time or another held control of this most important city to humanity. And as a consequence, this city has never seen true peace. For as long as Jew is seen to deny the respect and devotion of a Muslim to Jerusalem, there shall be no peace. Should a Muslim deny respect and devotion to a Jew there shall be no rest. Should a Christian be denied respect there shall be no rest.  
  And so history continues to repeat itself. We see the continuation of death, of terror, of the murder of innocent people. We see the fear, that most cruel of diseases change our societies, making them more isolated and unhappy.  
  The solution is simple, make Jerusalem a truly international city by the endorsement of the UN and world leaders. Make it an honour for all peaceful people of all religions to be citizens of Jerusalem. Make it possible for all the devoted of all the faiths to travel to this most holy of holies in peace and without restraint.  
  The constitutional framework as answers to the difficult questions  
  While such an idea may sound simple, the difficulty is how such an idea might work practically. For this a Constitution for New Jerusalem exists . It is in this draft constitutional framework that the most difficult questions of power and authority, of religious tolerance and individual political concerns are met.
