  2005_U_08 Resolution to ratify Non-Aggression Treaty of Iraq and neighbours  
     
  There have been tens of thousands of words and hours of debate dedicated to the debate on whether the invasion of Iraq by the United States of America and its allies was morally justified and sanctioned. Certainly at one level, there is an extensive record of Security Council resolutions in relation to the recalcitrance of the then Iraqi Government and the ongoing concern in respect of alleged weapons of mass destruction (WMD) development programs.  
  It can also be said that the events of 9/11 ignited an environment at the time of extreme concern and anger in respect of perceived future threats. It can therefore be fully understood in respect to the actions and moral justification of the Government of the United States of America at the time that they have an obligation to their citizens to prevent any future "9/11" like event. At the time, the media and governments listed Iraq and the then government of Saddam Hussain as such a potential threat.  
  The Invasion of Iraq is history  
  Regardless of what other points may or may not be introduced as to whether the actions of the United States and its allies directly contravened the Charter of the United Nations and the Security Council, such action is now history.  
  What is not history is the effect of these events and the present state of affairs in regards to Iraq, its neighbours and the United Nations community. It is clear from all continuing events that the present democratically elected Iraq Government with the support of its American allies are fighting a guerilla war mainly supported and funded by government interests of Iraqs near neighbours. In other words, the massive terror campaign and deaths of the thousands of innocent lives of Iraqis is being deliberately supported and funded by the actions of the Governments of the near neighbours of Iraq.  
  The purpose of this resolution therefore is to set in motion a legal and public document that sets in motion an instrument of such moral importance that no government nor interest from any of Iraqs near neighbours will support any further violence against any individual, citizen or guest of the people of Iraq. Indeed, the importance of this treaty far outweighs the importance of how fast the troops of America and its allies leave Iraq.  
  Essential framework of the treaty  
  The essential framework of the treaty is suggested as this:  
  1. Recognition of the sovereign rights of Iraq  
  That a neighbour state recognizes the sovereign rights of Iraq to exist as a state, with its own constitution and its own elected government. That the people of Iraq have the right to decide their own fate.  
  2. Recognition of the legitimacy of the government of Iraq  
  That a near neighbour recognizes the legitimacy of the current government and constitutional framework of Iraq. That diplomatic relations are extended and associated between the leadership of Iraq and its near neighbours.  
  3. Recognition of the current security issues of Iraq and enemies of the state of Iraq  
  That a near neighbour recognizes the real existence of current security issues of Iraq and expresses its deep condolences on the loss of innocent non-combatant lives in the conflict. That in the context of such security issues, Iraq has the right to identify what its deems to be enemies of the state and that these people should be captured, or surrender under a peace treaty.  
  4. Cessation of any moral, financial support or save passage to enemies of the state of Iraq  
  In recognizing the existence of enemies of the state of Iraq that a near neighbour agrees that it shall be an immoral act to support in any way such continued behaviour and that it shall ensure the complete cessation of any moral, financial support or safe passage of such individuals deemed enemies of the state of Iraq that do not cease war and lay down their arms.  
  5. A ceasefire of all actions- all differences to be solved through diplomatic means  
  Finally that there should be a general cease fire of all actions and that all difference should be solved through diplomatic means. This is further recognized by the future political initiatives that shall see a great honor and power bestowed upon the interests of Islamic states in the united reform of the United Nations.  
  The recognition of this future power and the recognition that such cease of murder is in the context of this great power also compels neighbour states to listen to these words and take action.
