  2005_U_05 Resolution to ratify the Universal Declaration on Knowledge  
     
  One of the great imbalances of the world is in the area of knowledge and education. Still after decades of investment, many developing countries have education and knowledge systems that are primitive compared to developed industrialised economies such as Australia.  
  As a result, many people look to the physical objects that represent wealth and learning, rather than the importance of the unique knowledge structures required for an efficient economy and society.  
  Efficiencies in electronic knowledge and transactions holds out the hope of reducing the costs and barriers to trade for developing nations as never before. Therefore a Universal Declaration of Knowledge is required to clarify the needs and structures of knowledge for humanity.  
  The Universal Declaration of Knowledge will provide unprecedented moral and planning clarity to eduation programs, systems and methods. For the first time, it will provide the foundations form which key questions of "what is knowledge?", "what are the essential knowledge categories of education of children?" ,may be answered consistently.
