  2005_U_04 Resolution to ratify the Universal Declaration on Bioethics  
     
  While the Universal Declaration on Human Rights provides a framework for the general protection of human rights it was created at a time when the concepts of human cloning and stem cell research were not even the stuff of science fiction.  
  Significant technology breakthroughs have unleashed as a result a whole raft of ethical issues relating to the biology of being human and biology in general. For instance, is it ethical to grow living human cells so that they may be harvested for medical use? If so, then what about a human organ?, or what about a replacement arm?  
  By virtue of the UN Charter and the Universal Declaration on Human Rights, the United Nations has both a moral and political responsibility to maintain a leading position in providing clarity on issues and topics of complex human interaction.  
  Right now the world is in desparate need for guidance and leadership in the area of bioethics. This is the purpose of the Universal Declaration of Bioethics.
